At the 3:10 minute mark, NYC Mayor Michael Bloomberg distills the essence of the gun debate -  stating that it is a bi-partisan issue  - while outlining his solution . . . . or at least, where to begin: plug the loopholes in the law and put in funds for the enforcement of them.
